Steps to reproduce:
Navigate to https://github.com/MozillaFoundation/mozfest-program-2017/projects/2

Actual results:
The horizontal scrollbar is missing. Only way I can navigate is by clicking in the lower page section containing the columns/cards, and using the left/right arrow keys. Does not restore at fullscreen/F11. If window is not maximized, scrollbar shows but only for visible section.
Expected results:
Horizontal scrollbar to bring more columns into view.

Note that Chromium Version 60.0.3112.101 also does not show horizontal scrollbar. Does not allow clicking background and using left/right arrow keys.
