push-to-staging may be a dangerous default on level3 branches.
Comment on attachment 8900484 [details] bug 1392803 - fix bm-r. I guess the `date_tasks` was only specific to date branch. But looks good to me as `nightly_win` no longer exists as target taskgraph, hence the scopes go for defaults.
