Rok (garbas) asked me to monitor his productionizing of releng-production-tooltool by looking at the metrics, and restart dynos if necessary. Currently I have only read permission and can't see metrics or UI to restart. Could you please add the operate permission.

I've added Operate permission for you on this app.  That should give you the ablitiy to restart dynos and see metrics/logs.
