When a paused or blocked download is present in the Downloads Panel, restarting the browser should still display the Downloads Indicator in the toolbar. This behavior was regressed by bug 1381409, where an instance of onDataLoadCompleted wasn't replaced with onDownloadBatchEnded. However, because we stopped showing a special indicator state for paused downloads from previous sessions, this regression was irrelevant until bug 1371765 landed.
