Fix windows artifact builds with |mach try fuzzy|

Looks like when using --artifact with |mach try fuzzy|, the build tasks error out with: [taskcluster 2017-08-24T16:27:59.506Z] === Task Starting === [taskcluster 2017-08-24T16:27:59.531Z] TASK FAIL since the task payload is invalid. Expected: string, given: integer [taskcluster 2017-08-24T16:27:59.531Z] Task not successful due to following exception(s): [taskcluster 2017-08-24T16:27:59.531Z] Exception 1) [taskcluster 2017-08-24T16:27:59.531Z] Validation of payload failed for task PrC-s5YOSRqtcD1HIkukhQ Guess the 'enabled': 1 needs to be quoted.
