I ran across this bug when I tried to subscribe to a busy newsgroup. I did not
want to download any of the past or current messages and I wanted all messages
to be marked read.
Reproducible: Always
Steps to Reproduce:
1. To ensure that the Download Headers dialog is invoked, goto
MailNews Account Settings > Server Stettings. Check and set
"Ask me before downloading more than [ 1 ] messages."
2. Subscribe to a new newsgroup on the above server.
3. Select the new newsgroup.
4. In the Download Headers dialog box, select and set
"Downlad [ 0 ] headers"
5. In the Download Headers dialog box, also check
"Mark remaining headers as read"
Actual Results: No messages are downloaded but the messages in the group have
not been marked as read as made evident by deselecting and selecting the
newsgroup again. (WARNING: See Additional Info below!!!)
Expected Results: No messages should be downloaded but all messages in the
group should be marked as read. In the future, only new messages in the group
should be available for downloading.
Additional Information:

After this bug has occurred goto the MailNews Account Settings > Server
Stettings for this server. Note that you will now see: "Ask me before
downloading more than [ 0 ] messages." set and checked. This sets up the user
to encounter bug 139352 where mozilla will download ALL unread messages
automatically. (47,000+ in the group I subscribed to.)

Modifiying bug base on my dupe. I have this with Linux, setting OS=ALL. I did
not find this bug because the summary does not use the wording of the dialog.
Due to the consequence of downloading thousends of messages (literally!), this
is at least normal, one might even consider it a major bug.
I described a possible solution in the duped bug:
So what to be done: Either have a third choice "none" or treat 0 differently.
Mozilla should go to the newsgroup and look at the highest xref and save it.
