The leading version is in the firefox-ios-build-tools repository. Make sure we update our other (carthage) scripts to deal with that properly.

This patch removes the scripts directory from the firefox-ios repository and pulls in the new ios-l10n-scripts repository instead.

No the fastlane scripts are retired for now. We have not used it all. At one point I would like to bring it back in a simplified form.
