As far as I can tell l10n-drivers always reason in terms of locale codes, not language names. Having the list ordered by language names (and without a chance to reorder them) makes things unnecessarily complicated.
I know the current Admin code is targeted for removal (bug 1203788), but still worth keeping track of it.

i changed the default ordering in PR above - but not sure if that actually fixes this bug, as im wondering if there are any UI changes required
