CoT for partials signing is currently reporting

scriptworker.exceptions.CoTError: 'Invalid task type for signing:partials!'

https://github.com/mozilla-releng/scriptworker/blob/master/scriptworker/cot/verify.py#L325 should be made aware of the new partials kind, so that it can verify CoT for those artifacts and get them signed.
