STR:
* Settings -> Advanced -> Enable "Progressive Web Apps"
* Navigate to mobile.twitter.com
* Menu -> page -> Add to homescreen
* Touch new Twitter icon on homescreen
* Log in to Twitter
* Tap a hyperlink in a tweet

Expected:
* Following a hyperlink to an out-of-scope URL with target="_blank" should open a new browser tab and navigate to the URL in the href attribute of the hyperlink with a visible URL bar

Actual: 
* The standalone browsing context of the web app is navigated to the URL in the href attribute of the hyperlink, no URL bar visible
