1394781 - Change tab queue toast into a panel activity layout

Tab queue, in its current form, has serious compatibility issues with many Android apps (such as all the Nintendo apps), which expect to be able to launch a web browser, have the user perform some action in the web browser, and then continue when the caller regains control. Whether playing "Super Mario Run" or "Fire Emblem Heroes", it is impossible to link the game to a My Nintendo account without disabling tab queue.

Rather than displaying a toast, Firefox should use an activity layout with one of the Panel styles. This would allow the user to successfully complete the action expected by the app by clicking the "Open Now" button before control returns to the calling app. You can use FLAG_NOT_TOUCH_MODAL to allow users to ignore the tab queue activity and instead continue interacting with the calling app, in scenarios where that is appropriate.

You're right of course, but this compatibility issue is possibly the biggest reason the feature can't be heavily used. If it isn't going to work better, there's a strong argument to be made that it should be removed entirely. Halfway features don't reflect well on the product.
