Trying to install Release Candidate 1.  (Windows full installer talkback build).

Reproducible: Always
Steps to Reproduce:
download RC1 on a Win95 machine.  Try to install it.

Actual Results:  installer fails with "1114: Could not load
c:\windows\TEMP\ns_temp\xpcom.ns\bin\xpistub.dll"

Expected Results:  mozilla installs.
sounds like a duplicate of 135570

apparently its mentioned in the Release Notes
