It appears the only thing left in mozilla-taskcluster that uses the scheduler is retriggering.  now that all gecko related tasks should be using the queue, retriggers no longer need to use the scheduler.
This has been merged and deployed.  Decision tasks scheduled, and performed a retrigger without issue.
