The header's "Tools" drop-down menu is too easy to trigger by mistake while moving mouse toward Edit button

Several times a day, as I'm mousing toward the Edit button, my mouse passes over the header's Tools drop-down menu. The Tools drop-down opens nearly instantly, expanding such that it covers the Edit button. Muscle memory tends to lead me to keep moving and click on the wrong thing by mistake.
Can we find a way to make this situation at least a little less likely to happen?
A couple ideas:
* Add a bit of a delay (or a longer one) before opening the Tools drop-down
* Don't open the Tools drop down until it's clicked upon.
* Adjust the placement of one or both of these until they don't overlap.
