The ability to make bulk edits to bugs is an essential part of the bugmaster's work. Bug 1062718 enabled this in upstream bugzilla. The patch blocks my ability to implement changes to processes PI needs to implement. In addition to the functionality in the upstream patch, this bug requires: 1. Opt-in to minor updates as a default 2. Ability to send the minor update parameter through the API (enables PI to write their own scripts to do bug management.)

Need to evaluate this with other work; the PI's work should be well-handled by the silent-users option.
