Once we've exported the live list of users (and their API tokens) we need a way to import them.

Miles, I have a file on disk that I'll gpg email you.
The ask is if you can execute it Dev (or stage or both) and conclude that that works.
The way I imported it with docker-compose was::
docker-compose run web python manage.py import-uploaders < symbol-uploads-api-tokens.json
Or::
docker-compose run --user 0 web bash
# ./manage.py import-uploaders symbol-uploads-api-tokens.json
Once we know it works (beyond my laptop) we'll leave this bug open till the day we actually do it finally on prod.

I have run this in dev successfully. You need to tag a new release for the changes from comment 3 to make it to stage.

If it works in Dev, I'm content it'll work in Stage and Prod.
Not going to actually resolve this bug now until it's actually been done closer to the date we make the switch.

Ran it in stage successfully. Once 2017.09.06 is in prod I'll run it there.

Unless you think it's different I don't think you have to do it in stage and prod.
We're going to do it one more time, again, and then we'll definitely do prod again.
