STR: turn on the profiler. Watch it always repaint.

I noticed this the other day as well, but only intermittently. As far as I could tell it's only continuously compositing, not repainting on the gecko side. If that's right it means one of the things is setting scheduleComposite=true in WebRenderBridgeParent::CompositeToTarget. I added logging to see which but then I couldn't repro any more.
