Reproducible: always

Steps To Reproduce:
1. set browser.search.openintab=true in about:config
2. Open any web page(which is allowing inline-script with CSP)
3. type javascript:console.log("test") in location bar and Press [Enter] key


Actual Results:
a new tab open.
javascript: will be execute in the new tab context.

Expected Results:
not open a newtab
javascript: should be execute in the current tab context.
