[Affected platforms]:

[Steps to reproduce]:
1. Launch Firefox and go to "about:preferences".
2. Set the High Contrast Theme White (or simulate High Contrast Mode -> set pref: browser.display.document_color_use = 2).
3. Start typing to search for something (e.g. default).

[Expected result]:
- The design of the Tooltip is the correct one.

[Actual result]:
- Unusual design for Tooltip when using High Contrast theme. Please see attachment "issue1.png". 

[Regression range]:
- It is not a regression. This is reproducible since the feature was enabled (2017-06-16).
