I guess we don't have a process to add a language that's not supported by ICU yet. Learning by doing?
One thing that we need is a plural rule for zero/other.
We should also figure out what we intend to do with upstream, http://cldr.unicode.org/index/bug-reports#New_Locales.

For this specific language (and other Mozilla Nativo projects), I don't think we have resources to file such a bug, and the same goes for the localization team.
On the other hand, we need a way in our code to support specific overrides for a locale (e.g. plural form) and fallback.

Side note, the following locales don't seem to have plural rules in cldr, either:

Add meh, mix, quy, qvi that at some point might get into Fennec.
"son" is present as "ses" in CLDR (same code we have to use in iOS).
