I guess we don't have a process to add a language that's not supported by ICU yet. Learning by doing? One thing that we need is a plural rule for zero/other. We should also figure out what we intend to do with upstream, http://cldr.unicode.org/index/bug-reports#New_Locales.

For this specific language (and other Mozilla Nativo projects), I don't think we have resources to file such a bug, and the same goes for the localization team. On the other hand, we need a way in our code to support specific overrides for a locale (e.g. plural form) and fallback.
Side note, the following locales don't seem to have plural rules in cldr, either: an cak gn mai son trs zam
Add meh, mix, quy, qvi that at some point might get into Fennec. "son" is present as "ses" in CLDR (same code we have to use in iOS).
