How to reproduce? When the tabs to less, no button is under the mouse, in Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:59.0) Gecko/20100101 Firefox/59.0 ID:20171130220131.

Not like a regression, it appears in Firefox 53, 55, etc.
