139699 - after install new theme, but when new profile, doesnot have additional theme to chose

After donwload and install additional themes, then create another profile, it 
have only default theme to select, 

Reproducible: Always
Steps to Reproduce:
1.using one profile, download and install one additional theme
2.close mozilla
2.start mozilla -ProfileWizard,create another profile
3.View->ApplyTheme, 

Actual Results:  see there are only two default themes to be selected.

Expected Results:  three themes to be selected

Works for me using build 20020423. 

Reporter, you could try to install a more recent nightly, and report back if you
still experience this problem.

Hmmmm

Tried your bug again, new theme didn't turned up. Tried yet again, got the same
result. Seems like this is a bug afterall.

download theme only for one profile, 
not for all profile.

so mark it as invalid.
