Zoom text has vanished from the View menu. Zoom Menu opens, but neither enlarge or shrink options do anything

Steps to reproduce:
1. Pressed view menu.
There is a '>' with no narrative.
2. Pressed this, and it opened opened a text zoom sub-menu.
There are only has 3 items (no numbers).
3. None of these options do anything
4. Neither do the keyboard options CTRL+ and CTRL-.
Actual results:
After step 1 above, the error

Nothing else happens at all.
Expected results:
1. The View menu item should have a narrative
2. The sub-menu should offer values such as 120% (from memory)
3. The zoom buttons should do things.
4. So should the keyboard accelerators
