Spotted by bgrins.

STRs:
- open Browser Toolbox
- open devtools on webpage and switch to debugger

=> debugger from the Browser Toolbox breaks on a random debugger statement left in the bundle at line 15995

Regression from Bug 1395396. 

Can't see any commit in the history of the debugger.html that would have introduced the debugger statement, so the issue probably occurred at bundling time. (relevant file in debugger.html: https://github.com/devtools-html/debugger.html/commits/4ba2fa3cc33c1c7f3d5bfd60ccc2704838c08ced/src/utils/prefs.js)
