Details

Bug 1177523 added a test checking if layers and h264 decoding works. If the test fails it will set the pref to true. However, even when the test is run, and is now succeeding the pref media.hardware-video-decoding.failed isn't reset and stays at the true value. As such, hardware acceleration stays disabled.
code is okay, change made in bug 1392143 caused the problem
