I believe we always run Linux stylo jobs with priority 1.

I don't know if it is this:
https://github.com/mozilla/treeherder/blob/76fc09fd1e17fda36e65085fafdba24e5f890359/treeherder/seta/settings.py#L31

or this (most likely):
https://hg.mozilla.org/mozilla-central/rev/6cefe01ca774
Sequential jobs have a priority of 1:

I believe we ignored linux64-stylo for seta as it was new and we only had a couple jobs running on it at the time. We should treat linux64-stylo as we do any other platform (well it doesn't exist anymore, we have linux64, and linux64-stylo-disabled)
this is an easy fix, I still think there are issues with linux32-stylo-disabled
