Steps to reproduce:
Opened Bookmarks Sidebar and tried to scroll down in the list of bookmarks.
Actual results:
The scrollbar is completely non-functional.
Expected results:
Bookmarks Sidebar should have a working scrollbar.
[Tracking Requested - why for this release]: isn't a working scrollbar needed before release?

More likely an issue with the theme or that area. Note, you can get the scrollbar to expand, but it feels like there's a 1px ish horizontal place you've got to hit. The scrollbar in the main window works a lot better.
