If you check out the msdn library, and you look at the border of the nav bar in
IE, it is thick and blue, but when viewed in Mozilla, it is just a thin black
line. This is not a huge issue, I just hope it will allow you to further your
browser enhancements.

Reproducible: Always
Steps to Reproduce:
1. Goto the website to see what I mean.
2.
3.

Actual Results: the nav frame bar was not properly displayed, it was just a
black line

Expected Results: display the nav bar as a thich blue, and slight 3D line.

Just goto the site to see what I am talking about.
The thing is, the site specifies a 1px border.... Still not sure why IE renders
it so wide.
