On Windows the tab strip dimensions are not the same as in the spec. (compact density)

We tested on Windows 7 and 10 if we encounter this issue on other OSes we will update the bug.
[Steps to reproduce]:
1. Open Firefox and go to Go to www.mozilla.org
2. Please verify if the dimensions presented in the specifications are respected. The distances from the tab to the browser edge should be 32 px and also the one from the "+" button to the minimize button. See the attached file for the specification.
[Expected result]:
The specs are respected.
[Actual result]:
The specs are not respected.

I tested this issue on Nightly 57.0a1 on Windows 8.1.
Also I verify this issue and the actual results on the tab strip dimension are: 36px to left and 24px to right. The expected result from the specification should be 32px to both sides.

So this bug is really about the drag space. Let's handle this in bug 1397265.
