Steps to reproduce:
1. Open firefox using profile a (profile a does not have the latest nightly version).
2. Check for updates and close firefox without applying the updates.
3. Open firefox using profile b (profile b is a new created profile)

Expected results:
The profile b is updated to latest version, the update ping reason = success is sent.

Actual results:
The profile b is update to latest version but the update ping is not sent.

Notes/Issues:
Verified in FF57 Win7(x64)(build id: 20170903220032).
