See screenshot attached. To me, this looks quite unpolished. I'm not sure what else we can do, other than:
- fill the screen with more Top Sites?
- re-position two rows of Top Sites so that it looks more balanced visually?
- etc...

Bryan and Aaron, do you have thoughts on the empty state where only Top Sites is enabled and everything else is disabled? If you have ideas or mocks for this, maybe we can get some work going on here before we triage again on Monday in case we have time to finish this before 57 merges.

[eng triage recommendation] P2: this is unfortunate but this is a bigger change and we won't have time to fix it for uplift. It'd be great to fix for 58 though.

All open Activity Stream bugs are moving from the whiteboard tag, "[mobileAS]", to the Firefox for Android component, "Activity Stream", so that I can keep better track of these bugs as the new triage owner; I will send out an email shortly with additional details, caveats, etc.
