Steps to reproduce:

1. open a Nightly window (I'm on 2017-09-07)
2. open 5 new tabs
3. mouse over the second tab
4. take your mouse off the second tab


Actual results:

The titles of the tabs to the right of the moused-over tab become slightly bolded for about a second after the mouse is moved onto or off of the tab.


Expected results:

The tabs shouldn't flash - this is a bit distracting and strange.
