1397950 - Update tc_indexes for mozilla-release 56.0 rc

In bug 1393639, we updated the linux tc_indexes for linux (and previously we did for mac+windows tc).
We'll need to for mozilla-release for 56.0rc.

The release config has some commented out repackage/repackage-signing; we need to make sure not to specify repackage for windows or linux.

nthomas: Can this be closed? Also, I'm sorry I didn't get this reviewed before the first RC.  I was looking at the 09-26 merge day date on on the tracking bug this blocks and forgot that there are issues with RC builds attached to it.
