For a page to accurately reflect the change from touch mode on -> off, you need to reload the page.  Originally, we avoided this because of the state loss in complex apps, have to re-scroll to nodes, etc.  But without the reload, people may feel that the tool is broken, which is unfortunate.

So, let's optimize for correctness by reloading, and then we can tweak later if we hear reloads are impacting people.
