1398508 - Tab Queue and Custom Tabs don't play well together

Steps to reproduce:

1. Enable Custom Tabs and Tab Queue.
2. Open a page in Custom Tabs (e.g. Settings -> Google -> Sign-in & security -> Password).


Actual results:

A blank Custom Tabs window opened and a toast at the bottom saying "Tab saved in Nightly".


Expected results:

Either the tab should be opened directly in Custom Tabs, or queued without opening a blank Custom Tabs window. I'm not sure which one would be the best here.

Hi,
I could reproduce this mixed behavior on 5 different devices:

Nexus 6P - Android O - the tab is opened in settings menu
Sony Xperia Z5 (Android 6.0.1) - the tab is opened in settings menu
Samsung Galaxy S8 (Android 7.0.) - the tab is queued correctly and no blank custom tab window is opened
Samsung Galaxy S6 EDGE (Android 7.0) - the tab is opened in settings menu
Samsung Galaxy tab S3 (Android 7.0) - the tab is opened in settings menu

indeed bothering if the user heavily uses custom tab, agree P2.

Also noticed this:
When you open a link in custom tab (e.g.from Gmail) and click "Open in Firefox", the custom tab closes and the user is returned to the initial email. 
I think the custom tab should remain open so the user is able to navigate and add other pages to the Firefox queue.
