You can already ask the user to browse for a file via the standard file <input> element. What is the use case?
As I understand file <input> element can only call Open File dialog, but I need Save File dialog. And Select directory dialog can be useful too. To be precise currently I want give to user possibility to save some data, generated by addon to file on disk. This is not similar to downloading file from sever. All data saved to file, which user pointed using Save dialog, are generated by addon itself.

Also, Select Directory wouldn't be useful since an extension can't access the file system directly.
