Steps to reproduce:

Restored windows from previous session.


Actual results:

Noticed that some windows had tabs that were shorter than expected. These tabs are missing the active tab highlight as well. 


Expected results:

It should not be possible to have a tab that is shorter than expected. 

Additional details:

* It seems like this is profile specific, not necessarily sessionstore file specific; tried my old sessionstore file in a brand new profile and was unable to reproduce the issue. 
* Using my profile shows the issue even in the old Australis UI (old Nightly builds) -- this means that the tabs are shorter rounded tabs
* safe mode makes the problem go away, but it returns when I restart in normal mode
* disabling all add-ons and restarting doesn't make the problem go away

A couple of my session restored windows continue to exhibit this behavior. 

I haven't seen this happen in *new* windows in a while, but it still seems possible to restore windows that are too short. See latest screenshot from this morning.

I can try to sanitize my profile and attach it if it will help troubleshooting on this. I don't know how to make it happen other than seeing that it has already happened.

The attached profile is set up to restore sessions and will restore two windows: 

1. google.com as a single tab
2. 10 or more tabs navigated to planet.mozilla.org

The planet mozilla tab window presents the short tab issue. All add-ons are disabled. My screen resolution is 1366x768 on MATE in case that helps reproduce the issue, although I am happy to try the same profile on macOS to see whether I can reproduce it there at a higher resolution and OS.

FWIW, using the same profile in macOS doesn't reproduce the issue, although I have seen the issue in macOS (don't currently have a profile exhibiting the issue in macOS though).

Dão, I just tried to restore the attached profile on different hardware, on Linux on the latest Firefox Nightly, without success. 

I can try to dig up the old hardware that I initially reproduced this on and will report back with results.
