Right clicking on the Personal Toolbar to create a new folder doesnt work.

Reproducible: Always
Steps to Reproduce:
1.Right Click on the Personal Toolbar
2.Click on the 'New Folder' option
3.Nothing happens!

Expected Results:  A new folder should have been created.
