Details

Throughout browsing pages, when hovering over the progress, the number of total, translated, suggested, fuzzy and missing strings is displayed. These link to the editor with the relevant filter applied. If the number turns out to be zero, that means there's nothing actionable, and hence these links can be omitted, therefore avoiding accidental clicks.
On the other hand, that would be an inconsistency in UI behaviour with other (non-zero) numbers. One might still find the links useful, for example to obtain/see the URL or to even load it - the number might have changed since the dashboard was loaded.
For the reasons mentioned above I'm resolving this as wontfix.
