Bug 1398844 points out that Pocket in Activity Stream doesn't show up until restart when .region is set. I believe search only retries on startup.
Oh, I forgot to mention that Activity Stream relies on .region to determine whether or not to show Pocket section.
Ed, is this something Activity Stream still needs? What priority would you give it from the POV of Activity Stream?

This seems like something that could directly impact the first 15 minutes of a new profile. Is there a good way to experiment for new US installations and assume the region is US instead of requiring a restart to see pocket stories?

:nanj, do we have metrics that show: - how many Geo US users (en-* locales) do *not* have Pocket section enabled - what percentage of total is that? - of these, how many are new users (with profile age < 2 days)

Yes, we do. Based on yesterday's data, - there are about 20,000 users in US whose search region is unset and hence pocket wasn't enabled for them - 6,500 out of 20,000 have the profile age younger than 2 days

Bug 1663428 has now added a delayed retry to the region lookup after an hour.
