[Steps to reproduce]:
1. Launch Firefox.
2. Go to "about:preferences".
3. Change the W to 600.

[Expected result]:
Subdialogs should be correctly displayed on pages with 600W.

[Actual result]:
Subdialogs  on "About:preferences" pages are too big when changing the page width to 600

[Note]

On Mac 10.12 only after reducing the W under 520 the subdialogs start to appear off screen.

After verifying on Fx56 beta, this issue seems to be an existing issue but it's unlikely to be a regression from photon-preferences. Current sub-dialogs doesn't have a nice RWD support, we should enhance it to make it better.

I also verify this issue on Windows 10 x64 and Windows 10 x64 Surface Pro 4 and when you drop down "Default font" from Language and Appearance, the section is not displayed correctly (can see the contain).

For comment #2 we would need a new value of sizetopopup that uses the max(the width of the menu button, the width of the contents of the popup).
