Details

STR:
1) Fill out enter_bug.cgi, but as part of the new bug add a needinfo? on someone not accepting needinfo requests.
2) Submit the bug
3) At the "this person isn't accepting needinfo requests error", press back
4) Remove the needinfo from the enter_bug.cgi page
5) Press submit bug again

Expected:
Only one bug filed at step 5.

Actual:
Bugs were created at both step 2 and step 5, even though at step 2 the error implied the action did not succeed. Similar style errors (eg due to "could not find user matching string X") do not normally result in the action still going ahead.
