STR:
1) Open tabs tray
2) Click 3-dot context menu: verify it's in your locale
3) Go back to the screen with the url bar and web page (back button once?) 
4) Click 3-dot -> Settings -> General -> Language
5) Select a new language
6) Back to screen with url bar and web page
7) Click tabs tray
8) Click context menu

Expected: In new language
Actual: In old language

See bug 1021364 for locale switching not working for the private tabs description text, which is fixed now.

NI zibi: you seem to be tracking down locale switching bugs, perhaps in relation to FF57, and I just want to let you know about this bug in case it needs to be tracked. If not, feel free to clear NI and leave it.
