Mochitest and reftest runner are using a too short timeout for starting a Marionette session

Via bug 1397675 I noticed that at least Mochitest runner is using a wrong timeout for starting the session. As result Marionette bails out after 60s which is most likely the reason for all the intermittent failures we have seen in the past months. The line here needs to be changed: https://dxr.mozilla.org/mozilla-central/rev/f9a5e9ed62103c84e4cde915f4d08f1ce71be83e/testing/mochitest/runtests.py#2163 So whether we use the default value of 120 by removing it, or manually increase it. I can work on a patch once bug 1397675 is fixed.
