while chatting on irc dylan mentioned there's work to be done to ensure the existing redirection rules from bmo production continue to function in the cloud services docker container.

Going to make sure this is handled in the nginx layer for now, because doing these sorts of url redirects in the container makes apache do stupid things like serve index.cgi as text/plain.
