Details

The scheduling code we have right now is hard-coded to both buildbot, and worse than that, to our ini-based project setup. I'll need to write new scheduler code for project-configuration. We'll need this to run stats against the x-channel repo for elmo, bug 1399107

We're not going to do this in elmo-automation, and possibly not at all (and just run via cron).
