Works fine for .html docs Reproducible: Always Steps to Reproduce: 1.Start Mozilla (duh) 2.Goto Debug > XUL Test Suite > Pick any Test 3.Resize the window to a smaller size than the page Actual Results: Scroll bar doesn't pop up Expected Results: Popup the scroll bar? ;)
Confirm on linux 2002042408 build.
I suspect this is by-design....

Someone who is working on XUL want to comment on this? It might be designed in such a way that scroll bar does not show up.

For instance: Go to Rotten Tomato and try and watch a trailer. Pop-Up window appears, not sized correctly, and No Scroll Bar to view remainder of window. Even the Maximize Button in top right grayed out. Works just fine in IE View.
