1400047 - Investigate adding a recent-notifications dropdown

The motivation here is that I sometimes get bug reports for action tasks where the reporter isn't sure if the treeherder ui showed an error or not for the recent submission. I have a patch coming up that will add further useful debug information to success notifications but we don't want to make them sticky because there will be too many notifications stuck to the screen for heavy users of actions.
