Steps to reproduce:
  1. open 57.0a1 (2017-09-14) (64-bit) with clean profile on macOS
  2. open new tab
  3. click gear icon and disable all checkboxes
     "search", "top sites", "highlights", "snippets", and maybe "pocket" if it's there
  4. open new tab, or reload the new tab several times until the issue happens

Actual result:
  sometimes the frames for "top sites", "highlights", "pocket" etc are displayed for a moment (sub second) and then disappear soon.
  it's not always, maybe just depends on refresh timing or something.

  it's more obvious on non-e10s, but also happens on e10s with less frequency.

Expected result:
  nothing is shown while loading.

Just to add, it is always reproducible when first opening the browser if it is set to open to a new tab.

This now seems fixed. I can no longer reproduce the issue using 57.0a1 (2017-09-16) (64-bit) on Ubuntu 16.04.
