Alt tag descriptions don't display upon hovering.

Reproducible: Always
Steps to Reproduce:
1. Use "view source" to make sure the element HAS Alt tag description
2. Hover with the mouse
3.

Actual Results:  No description shows up

Expected Results:  Alt tag text SHOULD appear
